A programme may show structure, envelope, MEP and fit-out moving neatly from one area to the next. Good construction sequencing planning tests whether those transitions can actually happen. Are workfaces released in the right order? Can teams start when the programme says they can? Are predecessor activities genuinely complete, or only nominally complete?
When sequencing is weak, the programme can depend on areas becoming available before the site is ready to support them. That is where apparent progress starts to separate from real deliverability.
Poor sequencing creates pressure across the site
Programme sequencing construction affects far more than dates. It influences access, trade overlap, labour movement, temporary works, construction logistics planning and handovers between packages.
If one area is released too early, following trades may arrive before access is clear or before the previous package has reached the required condition. If one area is released too late, the programme can begin to compress elsewhere to recover lost time. In both cases, productivity suffers.
This is why construction planning and sequencing need to be tested against the real site conditions. A sequence may look efficient in isolation, but still fail when materials, plant, welfare routes, hoisting capacity and temporary works requirements are taken into account.
A neat sequence on paper can still fail in practice
Many sequencing problems do not start with obvious mistakes. They start with assumptions that are not fully tested.
A programme may assume that trades can move continuously through floors or zones, that handovers will happen cleanly, or that temporary access will remain available throughout the works. In practice, those assumptions often come under pressure. Areas may need to be revisited, trades may overlap in constrained spaces, or work may pause while access, protection or temporary works are adjusted.
That is why construction programme management depends so heavily on the quality of sequencing review. If the sequence has not been challenged early, the programme can retain its structure but lose its credibility.
What good sequencing review should focus on early
Strong sequencing review is not about making the programme more complicated. It is about making sure the logic of delivery is buildable.
The most useful review focuses on how workfaces are created and released, which activities control the start of following trades, where temporary works and logistics affect the order of operations, and what each area needs before handover can happen. It should also test where overlap is realistic and where it is likely to create congestion, delay or rework.
This is where early review of construction methodology and sequencing becomes valuable. It helps teams test whether the sequence supports safe, coordinated and efficient progress before assumptions become fixed in the programme.
